The Ethical Standards in Public Life etc. (Scotland) Act 2000
The Ethical Standards in Public Life etc. (Scotland) Act 2000 established a framework to support high standards of conduct by those holding public appointments. Devolved public bodies are required to:
- promote the observance by its members of high standards of conduct
- assist them to observe the members' code.
The Authority has a Standards Officer and a Code of Conduct for members which is reviewed annually as part of Corporate Governance Framework. See 'Related Content' below.
Complaints about breaches of codes of conduct are investigated by the Commissioner for Ethical Standards in Public Life in Scotland (ESC) and adjudicated upon by the Standards Commission. The Standards Commission is the statutory oversight body.
The Trade Union (Facility Time Publication Requirements) Act 2017
The Trade Union (Facility Time Publication Requirements) 2017 requires public sector employers, with more than 49 employees, to publish annually a range of data related to paid time off provided to trade union officials for trade union duties and activities. The purpose is to promote transparency and public scrutiny of facility time.
Police Scotland report on this duty on behalf of the Authority by preparing and publishing recorded trade union facility time, in the format required. You can view reporting on 'Related Content' below.
