Authority's action in response to Independent Review

The preliminary report of Lady Elish Angiolini's Independent Review of Complaints Handling, Investigations and Misconduct Issues in policing made 30 recommendations for improvements to the police complaints, investigations and misconduct processes. The final report made 81 recommendations (some of which incorporate earlier recommendations from the preliminary report).

This page tells you about the Scottish Police Authority's response to the review.

The Authority supports the improvement recommendations made by Lady Angiolini in order to maintain and enhance public confidence in the handling of complaints and conduct matters within policing in Scotland. 

We are committed to strengthening and improving how we discharge our responsibilities in relation to complaint handling, investigations and misconduct processes; and we are committed to providing effective oversight of those recommendations directed at Police Scotland.

Regular reporting to the Authority’s Complaints and Conduct Committee was in place as a standing public agenda item at each meeting following publication of the preliminary and final reports. In March 2023, the Committee agreed that (with the majority of recommendations for which the Authority or Police Scotland were responsible having been discharged) future reporting would be by exception, updating on how remaining recommendations were being implemented.

In addition, the Authority is represented at the Ministerial Group established to monitor progress and consider any recommendations proposed by for discharge.
