Implications
Financial
There are anticipated financial implications relating to the delivery of the procurement strategy.
There are likely to be additional resource costs to support major change including Estates Masterplan, supporting improved commercial outcomes and lifetime contract and supplier management.
This funding will be requested through other existing governance routes.
Personnel
Additional resourcing requirements have been identified to support the delivery of this strategy.
Reputational
The Procurement Reform (Scotland) Act 2014 sets out the requirement for the Scottish Police Authority (SPA) to publish a procurement strategy because it has procurement spend in excess of £5m per annum. The Act requires that this strategy is reviewed annually. Failure to do so could have a reputational impact.
