The current procurement strategy covers the period 2021-2024. The Act also requires that the procurement strategy is reviewed at least annually. The primary statutory requirement of the procurement strategy is to set out how the SPA and Police Scotland will comply with their statutory duties in terms of regulated procurements.
This new strategy has been created to ensure the SPA meets the statutory obligations and involved consultation across all key stakeholders. Where we noted service improvement ideas that did not have a place in the strategy, procurement will ensure these form part of the Service Planning.
Development of the new strategy and associated engagement was supported by the Chief Finance Officer, Officers of the Authority and the Chief Constable.
Therefore, it is recommended that the new Procurement Strategy 25-28 be approved. (Appendix A).
