Background
The Standing Orders Relating to Contracts lay out roles and responsibilities for the carrying out of Procurement Activity on behalf of the Authority. The Standing Orders Relating to Contracts must be reviewed periodically and updated to reflect the current legislative framework and provide for efficient operation of the procurement service provided by Police Scotland. The responsibility for reviewing the Standing Orders annually is allocated to the Head of Strategic Procurement under Standing Order 24 therein. Having completed the review, a number of changes are therefore proposed. The proposed changes are descried below and incorporated in Appendix A as a draft for approval. Substantive changes have been highlighted in green for ease of reference.
