PEEL Practice Compendium - 20 November 2024

Compendium development and proposed utility

The Authority and Police Scotland have jointly developed a performance data focused benchmarking framework in partnership with the College of Policing. As a complementary workstream, the Authority’s Strategy and Performance Directorate was tasked to identify a comprehensive best practice guide for UK operational policing drawing on published or inspected areas of practice.

After discussions with HMICS, HM Inspectorate of Constabulary and Fire & Rescue Services (HMICFRS), the College of Policing and Association of Police and Crime Commissioners (APCC) it was concluded that such a comprehensive guide had not yet been produced.

The Compendium contained in Appendix A presents the first stage of what is intended to be a live and maintained guide to meet this requirement. This Compendium documents innovative practice across the operational policing themes and business areas utilised by HMICFRS in their Force PEEL Reports. These examples are described as innovative irrespective of the overall assessment of that police service or assessment area. Capturing all in the 2021-22 PEEL framework and 2023-25 PEEL framework, the Compendium captures the inspection of all police services in England and Wales. This iteration includes the latest inspection completed at time of writing, which is that of the Humberside Police, published on 16 October 2024.

The Compendium has been shared with Police Scotland Senior Directors and Officers working in both the Operation Evolve: Revised Model of Policing and Analysis and Performance Business Areas. The utility of the Compendium has been recognised and supported. This is in terms of its function in providing a rigorous evidence base, on which to assess and explore opportunities to progress knowledge exchange and continuous improvement, through learning with UK policing forces demonstrating excellence in specific operational areas.

There is an opportunity for this Compendium, and subsequent revisions, to provide an evidence base for knowledge exchange and continuous improvement across UK policing and beyond..

Key to demonstrating best value for public monies in Scotland is the ability to show a drive toward continuous improvement, a focus on learning and the pursuit of excellence in service to the citizens of Scotland. This Compendium is presented to assist this aim.
