Best value background and context
The recently received initial guidance on assessing best value in the Policing of Scotland developed by HM Inspectorate of Constabulary in Scotland (HMICS) and Audit Scotland refers to the following role carried out by the Authority:
• Leaders demonstrate effective and visible leadership in driving continuous improvement and transformational change and in supporting the achievement of strategic objectives.
In addition to this bespoke guidance, Scottish Government Guidance published its Statutory Guidance in 2020, which is complementary to the functions of the Scottish Police Authority.
This best value guidance includes a number of references pertinent to the approach recommended to the Committee for endorsement:
• Duties to secure continuous improvement in performance.
• Effective leadership which drives continuous improvement.
• Learning from the performance of others, informs review and the development of strategies and plans.
• Decisions on allocating resources are evidence based.
• The use of self-evaluation to identify areas for improvement including comparative analyses to benchmark.
