The Scottish Police Authority does not hold the information requested.
Regarding your first question, the finance function is performed by Police Scotland on behalf of the Authority.
Regarding questions two and three, although the Scottish Police Authority is the named Contracting Authority for all SPA and Police Scotland procurement, the procurement function to put in place such contracts is performed by Police Scotland.
