A minimum 7% increase to pay for staff working across policing in Scotland has been agreed and will be backdated to 1 April 2023.
The offer is consistent with the pay deal agreed for police officers in September 2023 and includes increases to and the introduction of new allowances.
The agreement recognises the valuable contribution police staff make supporting and keeping people and communities across Scotland safe.
The agreement ensures a cumulative 12.35% increase in staff pay since 1 April 2022 which mirrors wage growth for police officers, the fire service and teachers.
Welcoming the agreement, following a ballot of trade union members, the Authority’s Chair, Martyn Evans said:
“Police staff play a vital role supporting policing in Scotland and I am pleased we have been able to reach an agreement on pay that recognises their valuable contribution. I am grateful to the trade unions for their constructive dialogue.”
DCC Fiona Taylor added: “I am hugely grateful to police staff for the dedication, professionalism and goodwill that, with police officers, they demonstrate every day for the benefit of communities right across Scotland.
“It is right police staff are fairly recognised and rewarded and I thank the unions who have contributed to constructive discussions to agree this award.”
Police staff will receive the pay award and backdated allocation in their November salary.
Full details of the offer agreed: April 23 – March 24 (effective from 1 April 2023)
- A £1,900 uplift to salary points for those earning up to and including £26,783 (FTE) in base pay.
- A 7% uplift to salary points for those earning on and above £27,256 (FTE).
- An increase of 7% to the following allowances:
- Disruption
- Unsocial Hours Payment
- Dog Handler Allowance
- An increase to call out/standby to £28.92.
- Clarification of overnight allowances that can be claimed by staff.
- Introduction of the following new allowances with effect from 1st April 2023.
- An overnight disruption allowance of £72.51. This would be introduced when staff are required to work away from their usual place of work in a way that means they are practically unable or prevented from returning home overnight. This excludes attendance at seminars, conferences or training.
- The introduction of an additional disruption allowance of £48.34. This would be introduced where operational imperatives, exceptional geographic factors or safety or security considerations necessitate restrictions being placed on staff’s activities whilst off duty or where the member of staff is required to be available for work at any time during this period.
- The introduction of a minimum standards allowance of £108.77. This would be introduced in situations where staff are not provided with appropriate accommodation when away from home overnight.
- To allow for the introduction of the required systems for the elements listed above, a date for when claims can be made will be communicated to staff as soon as possible as claims can be backdated to 1st April 2023.
- A commitment to continue the work, established as part of the 2022 settlement, on the potential to reduce the working hours for staff.
- A continuing commitment to no compulsory redundancies for staff in line with the Public Sector Pay Strategy technical guide.
- We wish to seek agreement to commence steps to put in place a legal assistance framework for staff that mirrors the current position for police officers where the costs of legal assistance is covered by SPA and Police Scotland for criminal proceedings brought in respect of any act alleged to have been carried out as part of their role where they are deemed to have acted in good faith.
